SITUATION REPORT #11
Operational Period: 10:00 PM September 4, 2005 to 2:00 PM September 5, 2005
Current Situation:
The State of Georgia received a Federal Emergency Declaration from the Federal
Emergency Management Agency (FEMA) designated FEMA-3218-EM for the Hurricane
Katrina Evacuation. The incident period is August 29, 2005 and ongoing. Specifically,
FEMA is authorized to provide Public Assistance Category B (emergency protective
measures), including direct Federal assistance at 100 percent Federal funding. This
assistance is for all 159 counties in the State of Georgia.

The State Operations Center (SOC) is fully activated and staffed with representatives
from OHS-GEMA, Georgia State Patrol (GSP), Georgia Division of Public Health (DPH),
Department of Family and Children Services (DFCS), Georgia Forestry Commission
(GFC), Association County Commissioners of Georgia (ACCG), Georgia Department of
Human Resources (DHR), Department of Corrections (DOC), Georgia Department of
Transportation (GDOT), Georgia Mutual Aid Group (GMAG), Georgia Department of
Natural Resources (DNR), Georgia State Defense Force (GASDF), Georgia Department
of Community Affairs (DCA), Georgia Army National Guard (GARNG), and Georgia
Board of Pardons and Paroles (PAP). Federal representatives to the SOC include the
Federal Emergency Management Agency (FEMA) and First Army. Other
representatives include the Salvation Army (SA) and the American Red Cross (ARC).
The SOC will be fully activated throughout the weekend to provide assistance and will
continue monitoring the situation.

OHS-GEMA continued to assist the American Red Cross (ARC) and Cobb County on
location and in the SOC with evacuation of patients and displaced individuals from the
New Orleans area. Staging for medical/ambulance crews is occurring at Cobb Civic
Center. Arrivals into Dobbins ARB yesterday and this morning have been processed,
and displaced individuals not transported to hospitals have been bused to Rock Eagle.
Approximately 548 displaced individuals were transported to Rock Eagle Shelter. There
was one fatality at Rock Eagle, of a 75 year old male due to a heart attack. Medical
personnel were at the scene. All flights into Dobbins ARB for today have been
suspended at this time. Governor Perdue’s States of Emergency remain in effect.

Agency Reports:
Office of Homeland Security-Georgia Emergency Management Agency (OHS-GEMA)-
OHS-GEMA continues to assist with the coordination of receipt of displaced individuals
at Dobbins ARB. Field Staff are on site assisting at the forward operations center with
intake, sheltering, and medical issues.

OHS-GEMA continues to coordinate all EMAC requests.

OHS-GEMA is coordinating requests for information and assistance from local
governments and state agencies regarding needs and offers of assets.

Department of Human Resources (DHR)-
The DHR EOC is open and continuing operations. DFCS and Public Health are
providing support to shelter operations, in collaboration with the ARC. There are
currently 15 shelters open. DHR and Public Health are currently involved in clean-up
and on standby at Dobbins ARB. A special needs triage facility in Clayton County is
prepared to receive evacuees if necessary. DHR Public Health is assisting shelters with
nurse staffing needs, and there are additional nurses on standby. DHR DFCS and
MHDDAD will support ARC with staffing at processing centers, as requested by ARC
and OHS-GEMA. DHR is coordinating and supporting OHS-GEMA and other state and
federal agencies as needed.

Georgia Forestry Commission (GFC)-
GFC has 49 personnel assigned in the Gulf Coast region in various overhead and single
resource positions.

GEMA/South East Compact/EMAC:
This AM, no resource orders have been received at Macon Expanded Dispatch from

3 Resource Orders received 9/4/05 for state missions where successfully completed, 5
resources assigned safely demob 9/5/05, summary of those 9/4-5/05 missions:
1 GEMA Mission of delivering Sleeping Cots from GFC HQ to Dobbins Air Reserve Base.

1 GEMA Mission of Supplying and delivering two Folk Lifts from GFC HQ to FFA
Camp Covington.

1 GEMA Mission of delivering Wheel Chairs from Warm Springs GA
to Dobbins Air Reserve Base.

A type II hand crew and Chainsaw Strike Team is on alert awaiting resource orders.
Dozers, trucks, and aircraft are also on standby.


The Georgia Forestry Commission Incident Management Team under the command of
IC Troy Floyd is currently at Barksdale AFB (Bossier La www.barksdale.af.mil/)
managing a Logistical Management Area.

Georgia State Patrol (GSP)-
Georgia State Patrol is coordinating Military Escort from South Carolina/Georgia state
line on I-20 to Georgia/Alabama state line on I-20. GSP Troopers are standing by at
Dobbins ARB for possible escort. GSP working on security for shelter in McDonough
for housing 1000 displaced people.

American Red Cross (ARC)-
American Red Cross maintaining shelters, managing volunteers, training additional
personnel, and enjoying the unbounded support and services from all areas of
government and non-government in the community. Service provision sites are
exploring transition to more appropriate locations and will advise what resources are
needed when. DFACS, DHR, Public Health, Salvation Army, Corrections, and other
agencies are providing help in all areas of disaster response - assistance greatly
appreciated.

Salvation Army (SA)-
Meals and Assistance
Today, 825 snacks or meals were served in Haralson County by Salvation Army
volunteers between 0800 and 1200hrs.

At The Salvation Army's Lawrenceville, GA facility, 1100 snacks or hot meals
were served to individuals in need. 240 referrals were made for assistance to
families; 298 grocery boxes were distributed, and 298 cases of bottled water.
788 individuals were assisted by the Army at this location. Spiritual Care was
provided to 402 seekers. Hundreds were issued clothing items.

The Army continues to feed the displaced along I-20 at the Alabama State Line
(Georgia Welcome Center). The Salvation Army’s auxiliary shelter on North
Druid Hills Rd. in Atlanta has housed 16 displaced persons supplying them with
food, clothing vouchers, comfort kits, gas cards, snacks, and water.
The Salvation Army has been partnering with the Red Cross in transporting
individuals from DeKalb-Peachtree Airport.

Shelters

· Two Salvation Army auxiliary shelters are in operation today. Because the
American Red Cross is prepared to shelter a high number of people arriving in the
metro area, shelters have been ordered to stand by until needed.

· In addition to the aforementioned missions, The Salvation Army is preparing to
house the families of firefighters from the Alabama, Louisiana, and Mississippi area.
We have made our ACA Certified Camps in Georgia, the Carolinas, and Florida
available for this purpose.


Georgia Department of Education (DOE)-
The DOE has worked with its education partners and the Governor's office to launch
"Hurricane Katrina: Georgia's Education Response." It is a "splash" page at
www.gadoe.org. Information will be updated as it becomes available.


Georgia Department of Corrections (GDC)-
GDC has currently deployed two teams to assist in recovery from Hurricane Katrina. A
Probation Team has been deployed to baton Rouge Mississippi and Body Reclamation
Team has been deployed to New Orleans. The agency has been assisting DHR Public health with medical supplies and there are
medical teams on standby to assist at the shelters as needed. GDC has been providing
security and transportation at Dobbins AFB for incoming evacuees. GDC has provided
linens and other toiletry needs. GDC continues to staff the state operations center and will be available as required.

Georgia Mutual Aid Group (GMAG)-
GMAG is currently at PL2 in response to numerous jurisdictions providing overhead,
equipment, and other resources. Currently there are no anticipated resource shortages
from participating GMAG resource pools for Katrina response activities.

The GMAG FMACC has been operational since 8/29/05 and is currently staffing the
center with 8 personnel on a 12 hour day shift 0800-20000 hrs daily. It is anticipated
that resource demands will require an expansion to 12 personnel by 0800 9/16/05. The
following desks have been established: Finance/Administrative, Center Manger, 2
Plans, 2 Equipment and Personnel.

One IMT type 3 (red team of 11 people) departed 0600 on 9/3/05 and arrived at 2330,
and are assigned to Stone County, MS EOC, reassigned to Pearl River County, MS
EOC at 2100 hrs on 9/4/05. One 50 person firefighting group (Metro 1), uncounted from
City of Atlanta Fire (28) and DeKalb County Fire (22). The group will be assigned to
assist the City of Gulfport, MS Fire Department in suppression, rescue and pre-hospital
medical activities. One medical strike team (4 people) are on standby to provide
intermittent assignment to Dobbins ARB in support of NDMS patient transport activities.
Two heavy duty engine strike teams have been stood down by Florida Area Command.
Personnel are pending assignment on 200 firefighter deployment similar to 50 person
deployment to Gulf area. Awaiting deployment of Central CSAR team 54 personnel to
LSU Fire Institute in Baton Rouge, LA.

Georgia Department of Natural Resources (DNR)-
DNR has 3 officers to assist with the screening process for the incoming evacuees at
Dobbins Air Force Base. DNR continues to staff SOC activation.

Georgia Department of Administrative Services (DOAS)-
DOAS fulfilled a request by OHS-GEMA for cleaning supplies and food trays to Dobbins
ARB along with 40 port-a-potties. Also fulfilled a request for 10 motor coaches to
support Dobbins ARB which will be delivered at 9:00 AM.

Georgia State Defense Force (GSDF)-
OPERATION ELLIS ISLAND (Georgia State Defense Force - last 24 hours)
Incoming Flights

1) C-130 50: 40 Litter, 10 Ambulatory One child 3-5 years old developed severe
respiratory distress during descent. This required emergency treatment on the tarmac
immediately outside the aircraft.

3) Delta Flights 278 Evacuees

1) Delta 757 132 Evacuees: 2 Cardiac Arrest on board, 1 hypertension distress, and 2
had diabetic distress.

1) Navy C-9 aircraft landed with 55 ambulatory evacuees

GASF Operation Ellis Island is on stand down until next incoming flight

County Reports:
Carroll County-
EMA Director, Tim Padgett called to give update status on yesterday's events. Shelter
at University of West Georgia is still open, no head count as of yet, clean-up from
Hurricane Katrina with VOAD organizations and 250 volunteers is ongoing and doing
well. Still waiting for SBA teams for damage assessments.

Cobb County-
Continuing to support operations at Dobbins ARB. Also provided 350 chairs to Dobbins
ARB per a request from OHS-GEMA. Cobb County EMA is also requesting 16 cans of
disinfectant spray for the Dobbins operation.

Colquitt County-
EMA Director Russell Moody is requesting water in both bottles and gallon containers to
be delivered to a shelter in Norman Park, GA for evacuees. FEMA is currently working
on this request.

Floyd County-
The Old Coosa Middle School will open as a shelter late Monday September 5th.

Henry County-
Requested a refrigeration truck for shelter support in the county. Kroger has facilitated
this request and will be sending a truck.

Meriwether County-
Sandra Whitlock, EMA Director in Meriwether County advised that 12 special needs
people were staying at the Lanier Cottage at the Roosevelt Warm Springs Institute for
Rehabilitation since Saturday. They have their own care takers with them and are not
requesting assistance. This is for information purposes only.

Spalding County-
Spalding County, EMA Director David Smith has EOC open. Expecting over 250
evacuees into this area and has room for 250 at this time. They are arriving now and will
be coordinating with ARC and Macon-Bibb on sheltering.

providing support to shelter operations, in collaboration with the ARC. There are
currently 16 shelters open. Public Health is coordinating efforts at Dobbins ARB to place
affected patients and displaced individuals. Public Health Nursing has individuals on
standby to assist with increasing numbers of evacuees in ARC shelters and special
needs shelters. DFCS is assigning additional staff to Metro Atlanta shelters and
distributing resource handouts at Haralson Welcome Center. DHR operations have also
requested a refrigerator truck for medical, ice, and food storage and have also
requested medical supplies.

Georgia Forestry Commission currently has personnel deployed in various overhead
and single resource positions throughout Georgia, Alabama, Mississippi, Louisiana,
Florida and Texas in support of the response to Hurricane Katrina.
Expanded dispatch has been operational since 8/26/05

The Georgia Forestry Commission Incident Management Team under the command of
IC Troy Floyd is currently at Barksdale AFB (Bossier La http://www.barksdale.af.mil/ )
managing a Logistical Management Area. They have ordered additional ROSS-Carded
resources from the GFC.

GFC has also fulfilled a request for 2 forklifts to be sent to Newton County to assist in
shelter operations. GFC has also arranged for 100 cots to be delivered to Dobbins ARB
and 30 wheelchairs from Warm Springs Rehabilitation Institute.

Georgia State Patrol (GSP)-
Georgia State Patrol is coordinating Military Escort from South Carolina/Georgia state
line on I-20 to Georgia/Alabama state line on I-20. GSP Troopers are standing by at
Cobb Civic Center to escort buses to shelters. GSP Troopers are en-route to LA as of
1030 hrs to help with search and rescue.
-Provided escort of 8 bus loads of displaced people from Dobbins ARB to Rock Eagle.
-Provided escort of medical convoy from GA/SC state line to GA/AL state line.
-Provided escort of 7 military convoys from GA/SC state line to GA/AL state line.
-Provided escort for a total of 220 military vehicles.
-Provided assistance with search of displaced people at Dobbins ARB as they exit
planes.

American Red Cross (ARC)-
American Red Cross working with sheltering needs as well as training needs for shelter,
health and mental health volunteers. Successful partnership with Salvation Army has
enable transport for clients from ARC to healthcare facilities and other needs. Clients
continue to be referred to family links website (www.redcross.org) for separated family
members.

Salvation Army (SA)-
Meals and Assistance
·Today, The Salvation Army has served meals to 135 displaced individuals in
Marietta, Georgia.
·420 snacks or meals were served in Haralson County by Salvation Army
volunteers.
· At The Salvation Army's Lawrenceville, GA facility, 1050 snacks or hot meals
were served to individuals in need. 87 referrals were made for assistance to
families; 470 grocery boxes were distributed. 1103 individuals were assisted by
the Army at this location. Spiritual Care was provided to 122 seekers. Hundreds
were issued clothing items.
· The Army continues to feed the displaced along I-20 at the Alabama State Line
(Georgia Welcome Center).


Shelters

Georgia Army and National Guard (GA ARNG)-
Provided an aviation liaison to the SOC to coordinate flights with units at Dobbins ARB.
The next flight is scheduled for 10:30 PM at Dobbins followed by flights at 2:30 AM and
6:30 AM. A C-9 will also be arriving at 11:00 PM with 60 souls on board and will return
later with 70.


Georgia Department of Administrative Services (DOAS)-
DOAS fulfilled a request by OHS-GEMA for cleaning supplies and food trays to Dobbins
ARB along with 40 port-a-potties. Also fulfilled a request for 10 motor coaches to
support Dobbins ARB which will be delivered at 9:00 AM.

Georgia State Defense Force (GSDF)-
The Georgia State Defense Force augmented with members of the 165th Airlift
Wing and 171st AM REG continued the following mission:
129 GASDF troops along with members of the 165th Airlift Wing, and 171st AM
REG off loaded 4 aircraft containing 328 evacuees. Evacuees were triaged and
sent to appropriate medical facilities and shelters.

On the C-130 flight at 03:30 on 04 Sep 05 one child 3 to 5 years old had developed
severe respiratory distress during descent. This required emergency treatment on the
tarmac immediately outside the aircraft.
Additional flights: Delta 757 and a C-9 Navy Aircraft arrived carrying 90 ambulatory
evacuees.

Georgia Department of Agriculture (AG)-
An approved animal shelter has now been established at Rock Eagle and will be staffed
by Department of Agriculture personnel.

Henry County-
Requested a refrigeration truck for shelter support in the county. Kroger has facilitated
this request and will be sending a truck.

Meriwether County-
Sandra Whitlock, EMA Director in Meriwether County advised that 12 special needs
people were staying at the Lanier Cottage at the Roosevelt Warm Springs Institute for
Rehabilitation since Saturday. They have their own care takers with them and are not

As of 10:00 PM, 10 flights arrived at Dobbins ARB. 509 individuals were on board, 161
were placed in shelters, 8 were self-sustained, 23 nursing homes and 317 were
transferred to hospitals. Currently, there are three flights scheduled for tomorrow and
three flights scheduled for September 5, 2005.

Rock Eagle 4-H Camp in Eatonton, Putnam County is now open as an ARC shelter and
can accommodate 1,000 displaced individuals. Other facilities are being identified and
readied by ARC to accommodate additional displaced individuals that arrive at Dobbins
Air Reserve Base.

Current Situation:
The State Operations Center (SOC) is fully activated and staffed with representatives from OHS-GEMA, Georgia State Patrol (GSP), Georgia Division of Public Health (DPH), Department of Family and Children Services (DFCS), Georgia Department of Human Resources (DHR), American Red Cross (ARC), Department of Corrections (DOC), Georgia Department of Transportation (GDOT), Georgia State Defense Force (SDF), Georgia Mutual Aid Group (GMAG), Georgia Department of Natural Resources (DNR), Georgia Board of Pardons and Paroles (PAP), Georgia Forestry Commission (GFC), Department of Community Affairs (DCA), Association County Commissioners of Georgia (ACCG) and the Georgia Bureau of Investigation (GBI). Federal representatives to the SOC include the Federal Emergency Management Agency (FEMA) and First Army. Other representatives include the Salvation Army (SA) and the American Red Cross (ARC).

The SOC will be fully activated throughout the weekend to provide assistance and continue monitoring the situation. OHS-GEMA is currently assisting American Red Cross (ARC) and Cobb County on location and in the SOC with evacuation of patients and displaced individuals from the New Orleans area. Staging for medical/ambulance crews is occurring at Cobb Civic Center. Cobb County EOC is currently activated and has deployed a forward EOC element. Governor Perdue’s States of Emergency remain in effect.

Agency Reports:
Office of Homeland Security-Georgia Emergency Management Agency (OHS-GEMA)-
OHS-GEMA continues to assist with the coordination of receipt of displaced individuals at Dobbins ARB. Field Staff are on site assisting at the forward operations center with intake, sheltering, and medical issues. An evacuee project office has been set up in the SOC for planning purposes. The numbers are (404) 635-7349/7090.

OHS-GEMA continues to coordinate all EMAC requests.

OHS-GEMA is coordinating request for information and assistance from local governments and state agencies regarding needs and offers of assets.
OHS-GEMA is assisting GEMAG with the request of a large truck to pull a 600 gallon military fuel pod. The truck must have military air hose connections and hitch.

OHS-GEMA is also assisting Georgia Power in the location of 200 portable showers for personnel in the affected area.

Georgia Army National Guard-
Approximately 1500 National Guard members will be deployed to the affected areas for security purposes. This is in addition to their current assets deployed already.

Department of Human Resources (DHR)-
The DHR Emergency Operations Center is open and continuing operations. The Department of Family and Children Services (DFCS) is providing support to shelter operations as needed. DHR and the Division of Public Health (DPH) are coordinating efforts at Dobbins ARB to place affected patients and displaced individuals. Plans are currently being made to provide a single telephone and web site for evacuees to access services from the State of Georgia. DHR/Public Health coordinating with GA OHS-GEMA to adequately vaccinate law enforcement, corrections, and parole agencies to vaccinate 45 personnel to be deployed through EMAC requests. Coordinated to vaccinate 100 more individuals on standby when they are deployed. DHR/Public Health continuing to assist with patient and refugee activities with NDMS, and sheltering operations with ARC.

Department of Corrections (DOC)-
DOC continues to support on-going evacuee transport and shelter operations in support of GEMA. Over the next 24 hours we will continue to support Cobb County EOC evacuee transport operations with three 16-passenger vans, and are anticipating ARC requests for materials and laundry services. One DOC individual (LT Edward Howard-GDCP) deployed as part of the joint GSP/GBI Advance Party in support of the New Orleans, LA area. Probation Officer Team 1 (CPO Mike Kraft, Team Leader and 9 personnel with two 16-passenger vans) will deploy with GBI contingent for venue security operations in New Orleans, LA. Body Reclamation Team 1 (Jeff Wessel, Team Leader and six personnel) deploys at 11:00 AM from the LaGrange State Patrol Barracks with joint GSP/GBI teams en-route to Biloxi, MS for operational support.

Georgia Forestry Commission (GFC)-
Georgia Forestry Commission currently has personnel deployed in various overhead and single resource positions throughout Georgia, Alabama, Mississippi, Louisiana and Texas in support of the response to Hurricane Katrina. Expanded dispatch has been operational since 8/26/05. GFC District 2 “Helen/Katrina Incident” in White County demobilization of 14 personnel successful at 8:00 PM, 9/2/05 with no injuries reported.

Georgia Department of Transportation (GDOT)-
GDOT has been tasked with developing a transportation plan to include movement of displaced individuals to/from various venues throughout the state. MARTA will be a primary supporter of this effort. GDOT is researching other alternatives at this time.

Georgia Technology Authority (GTA)-
Status of Shelter Phone Bank Installation:
• Gainesville -Two telephone lines will go in today. Telephone sets and cabling has been delivered.
• Covington – Phones have been delivered and BellSouth will be installing lines later today.
• Albany – BellSouth will begin installing lines today.
• Valdosta - BellSouth will begin installing lines today.
• Gray – Lines have been installed with telephones.
• Macon – Lines and 15 phones will be installed.
• Columbus (2 sites) - Ordering 3 lines at the Recreation Center in Columbus per the Red Cross coordinator in Columbus. The order is being cut now and the lines are due tomorrow for installation by BellSouth.
• Lagrange – No lines or equipment needed at this time. Savannah - 3 lines going in today. Equipment has been provided to Red Cross Director.
• Newnan – 15 phones are being installed. BellSouth is working on getting the lines operational.
• Powder Springs – Phones are installed. BellSouth is working on providing lines. Albany -providing pagers for DFCS Katrina assistance workers.

Civil Air Patrol (CAP)-
The Civil Air Patrol has 8 aircraft with 2 man crews on ready standby. 4 ground teams with 6-day packs are also on standby to be deployed to the affected area.

Georgia Bureau of Investigation (GBI)-
The GBI is coordinating efforts to provide law enforcement assistance to the affected areas. A twenty member strike team has been deployed to Mississippi for law enforcement assistance. A 100 member state law enforcement group is being organized to respond to Louisiana sometime this weekend. A 38 member mass fatality team is being organized for deployment to Mississippi.

American Red Cross (ARC)-
American Red Cross continues to manage shelters staffed by trained volunteers and staff. Training for shelter and health/mental health workers is ongoing. Coordination with and cooperation from DHR, DOC, DOT, Salvation Army, GTA and all SOC players has enabled successful shelter operations with plans in progress for expansion as needed. American Red Cross is working with GTA to plan phone bank installation at shelters, under the direction of FEMA and the Governor's office; phones will be used by shelter residents for both communication and FEMA registration needs.

Georgia Department of Agriculture (AG)-
The department of Agriculture is currently coordinating the pick-up and delivery of ice donated by Nordic Cold Storage. One truck load of ice has been delivered to Dobbins ARB for medical operations in reference to arrival of displaced individuals.

United Way of Atlanta-
Each day it becomes more evident that the devastating aftermath of Hurricane Katrina will be a matter of months, not days. As the influx of displaced individuals and families from the affected areas grows and continues in metro Atlanta, we must immediately mobilize to determine the nature and level of a private sector response. We will have the greatest and most positive impact by building on existing efforts and ensuring that our response is a coordinated and integrated one. To that end, the United Way of Metropolitan Atlanta will host a Refugee/Evacuee Resettlement Conference as follows:

Georgia Mutual Aid Group (GMAG)-
One Incident Management Team (IMT) Type 3 is en-route to Stinnis Space Center in Hancock County, Louisiana reporting to the Florida Area Command and then to Mississippi. A Fire Mutual Aid Coordinating Center (FMACC) has been partially activated to develop EMAC resource request for fire and rescue capabilities. A Dobbins ARB medical liaison team has been sent to assist in receiving incoming evacuees.

State Climatologist-
The Office of the State Climatologist continues to monitor the tropics. TS Maria is expected to develop into a hurricane. No impacts in the continental US are expected from Maria. A broad area of lower pressure is off the coast of southeast Florida. This is a favored region for development. At this time upper level support is not favorable for development. However, this region will need to be watched closely as development could be rapid once more favorable conditions occur. Tropical systems developing in this region usually move into the Gulf. One tropical wave halfway to Africa and another coming off the African continent will be monitored for development. If development occurs, it will be 7 to 10 days before possible impacts would be felt in the US. Weather through Tuesday for Georgia should have minimal impacts on activities. High temps will be seasonably warm to hot ranging from the 80s to middle 90s and lows will be generally in the 60s. Humidity will be much lower than what has been experience for most of the summer. There is only a very slight chance of afternoon and evening thundershowers across south and coastal Georgia, especially Monday and Tuesday.

Federal Emergency Management Agency (FEMA)-
FEMA has arranged for the delivery of 4700 gallons of water to Dobbins ARB today in support of the evacuee operations being conducted there.

Department of Natural Resources (DNR)-
As part of the Mass Fatality Response Team, DNR has deployed eleven officers to the state of Mississippi. They will be working in coordination with the GBI. DNR will staff the SOC with a representative today. DNR is also sending 4 officers to assist at Rock Eagle in Putnam County with the influx of evacuees that are being brought to that facility.

Current Situation:
The State Operations Center (SOC) is fully activated and staffed with representatives

OHS-GEMA is currently assisting American Red Cross (ARC) and Cobb County on
location and in the SOC with evacuation of patients and displaced individuals from the
New Orleans area. Yesterday, and in the overnight hours today, five planes landed at
Dobbins Air Reserve Base (Dobbins ARB). 124 patients were transported to local
hospitals. Additional flights with additional evacuees are expected today. Staging for
medical / ambulance crews is occurring at Cobb Civic Center. Cobb County EOC is
currently activated and has deployed a forward EOC element.

OHS-GEMA is also monitoring the improving fuel supply situation in the state. Currently
both Colonial and Plantation Pipelines are now pumping at 65%. They expect to add
20% to 30% in the next two days. Colonial has informed that by tonight they will be at
75%, with expectation of reaching 85% by Monday. They may not reach 100% for one
week.

Governors Executive Orders:

On August 31, 2005 Governor Perdue issued two executive orders; one enacting the
state’s price gouging law and a second authorizing state agencies to respond to Katrina
affected areas. Coordination of that response is being organized by OHS-GEMA.
Citizens are asked to report price gouging to the Governor’s Office of Consumer Affairs
at (404) 651-8600 or (800) 869-1123. The executive orders can be found at the

The Governor has also requested a state of emergency declaration from the President
in reference to the effect of evacuees coming into the state. This request is specifically
for Public Assistance Category B funding (Emergency Protective Measures) at 100%.
This is in preparation for opening and sustaining shelter operations across the state.

The Governor also temporarily suspended the state gasoline tax today. On average the
price of gas would be reduced up to nineteen cents per gallon. The moratorium goes
into effect at midnight tonight and will continue through September. The Legislature will
meet in special session next Tuesday through Saturday to ratify the law and deal with
other pertinent state business.

two tractors. Demobilization is expected today at 8:00 PM.

The Georgia Forestry Commission Incident Management Team under the command of
IC Troy Floyd is currently at Barksdale AFB (Bossier, La http://www.barksdale.af.mil/)
managing a Logistical Management Area.

State Climatologist-
The Office of the State Climatologist continues to monitor the tropics. Tropical
depression Lee is dissipating over the central Atlantic. Tropical depression #14 has
been upgraded to Tropical Storm Maria. TS Maria should not impact the southeastern
US. No tropical storm formation is expected in the near future. Weather across Georgia
should be very nice through the weekend. No weather impacts are expected across
Georgia through Monday.

Radio and hard copy press releases concerning the need for individuals to make and
keep All-hazard Kits were released Friday morning.

Georgia Department of Transportation (DOT)

The Georgia DOT is currently coordinating transportation issues in relation to moving
evacuees from Dobbins ARB to designated shelters and hospitals. They are continuing
to monitor events for future planning purposes.

Georgia Technology Authority (GTA)

Relief and charity efforts for the victims of Hurricane Katrina began immediately after
the hurricane devastated the Gulf Coast area. Shortly thereafter, web sites began to
appear which were designed to defraud unsuspecting users. Some of the activities
include soliciting donations for seemingly charitable purposes, attempting to collect
personal information through phishing scams and also spreading malware to
unsuspecting users. Over the past few days, domain names that redirect users to
malicious web sites have appeared online, in addition to email scams requesting
donations for those impacted by the hurricane. While some of these sites and
messages may be legitimate, many are not. At the time of this bulletin, please be aware
that the following domains are reported to be suspicious:

• katrinacleanup.com
• katrinarelief.com

Please note that this is not an exhaustive list and additional domains may continue to
appear. In addition to fraudulent web sites, opportunists may use this event as a vehicle
for other types of online attacks. For example, email messages that claim to contain
attachments with photos, video or other information about Hurricane Katrina may
actually contain viruses, worms or other malware.

Recommendations:

• Validate the relief fund or charity through a known reliable entity. Please
refer to the FEMA link below for a list of reputable disaster relief resources
for Hurricane Katrina.
• When a message containing a request for donations for these victims
appears, do not respond unless you are certain it is a valid message.
• Avoid visiting untrusted web sites.
• Avoid opening email messages and attachments that claim to contain
video, photos or other information relating to relief solicitation for
Hurricane Katrina.
• Follow standard best practices for email and web browsing security.

Georgia Department of Agriculture (AG)

The Animal Industry Division, Animal Protection Section, and Equine Section are
currently keeping a list of people offering assistance along with what help they are
offering (for example 50 bales of hay, transport using a 2 horse trailer, use of a 2 horse
trailer, 3 dog crates for large dogs, a generator, a camper that will sleep 6, etc.). Once
an assessment is completed in the damaged states, we will pass on this information to
the proper authorities in the states requesting help.

We have not received notification of any emergency animal shelters being requested at
this time within Georgia. If GEMA determines that emergency animal shelters need to
be opened, they will notify us as to which ones are being activated. The Equine Section

Current Situation:
The State Operations Center (SOC) is partially activated and staffed with representatives from OHS-GEMA, Georgia State Patrol, Georgia Division of Public Health, Georgia Department of Human Resources, and Georgia Department of Defense. The SOC will remain partially activated provide assistance and continue monitoring the situation as required.

OHS-GEMA is currently assisting on location and in the SOC with evacuation of patients from New Orleans area hospitals. Approximately 100 patients will be arriving at Dobbins ARB today at around 4:00 PM and transported to area hospitals. Four main planes are expected sometime this evening. Staging for medic crews is occurring at Cobb Civic Center. Cobb County EOC is currently activated and has deployed a forward EOC element.

The SOC is also currently monitoring the gas supply situation. Colonial pipeline is operating at 40% capacity, and predict that with the return of additional electric power to Mississippi, they will increase to 61% by close of business today. Plantation pipeline is currently operating at 25% capacity. Some areas are reporting significant increase in gas prices and stations have begun to close due to lack of supply. It is believed that the run on gas yesterday has created a very short term supply problem and the situation will improve as time passes and the pipelines are back on line.

Governors Executive Orders:
Late yesterday afternoon Governor Perdue issued an executive order enacting the state’s price gouging law. The state climatologist cut a radio news release (that is being released Friday) concerning the need for all Georgians to have an all hazards kit. The radio release highlights the basic materials that should be in the kit.
The state climatologist is also working with UGA on a written press release with details on the importance of an all hazards kit and what it should contain.

Department of Education-
The Department has received calls due to hurricane Katrina and the impact on gasoline and oil supply and prices. School systems may take advantage of the provisions of O.C.G.A. § 20-2-168(c)(2) or (3). Under § 20-2-168(c)(2), the State Board of Education (SBOE) has the power to authorize local boards of education to depart from a strict interpretation of requiring no less than 180 school days of education each fiscal year. Local boards of education can submit a waiver request to the SBOE pursuant to State Board Rule 160-1-3-.02 Suspension of Rules (Waiver).

If a school system desires to take advantage of the provisions of O.C.G.A. § 20-2-168(c)(3) because of lost days due to emergencies, disasters, etc., latitude is allowed for up to four student attendance days under the following condition: the 180th school day is on a Friday. This is true if the calendar originally called for a Friday ending or if it can be adjusted through a revision. Under this condition, a school system will still receive full funding if it waives up to four days missed due to emergency conditions.

Hurricane Katrina has left thousands of children homeless. As a result, many of these children are living in the state of Georgia in shelters or with relatives. Under the McKinney Vento Act, these children must be immediately enrolled in the school system where these children are temporarily residing. The Act defines “homeless children and youth” as individuals who lack a fixed, regular, and adequate nighttime residence. The term includes children and youth who: (1) are sharing the housing of other persons due to loss of housing, economic hardship, or a similar reason (sometimes referred to as doubled-up); (2) are living in motels, hotels, trailer parks, or camping grounds due to lack of alternative adequate accommodations; (3) are living in emergency or transitional shelters; (4) are abandoned in hospitals; (5) are awaiting foster care placement; (6) have a primary nighttime residence that is a public or private place not designed for, or ordinarily used as, a regular sleeping accommodation for human beings; or (7) are living in cars, parks, public spaces, abandoned buildings, substandard housing, bus or train stations, or similar settings. Migratory children often qualify as homeless because they are living in the circumstances described above.

Georgia Forestry Commission-
Processing additional orders currently for 17 additional personnel for the Georgia Forestry Commission Incident Management Team in the affected area. Just received GEMA resource orders now and will advise on their status. Expanded dispatch has been operational since 8/26/05. GFC has also been requested to provide chainsaw teams to White County to clear debris and access local water-sewer plant.

Department of Agriculture-
All agriculture sites affected by Katrina in Georgia (Poultry farms etc.) have been responded to and recovery is initiated. The response was provided by local and industry responders with GDA supervision. No state assets were requested. Have been in contact with the State Veterinarians and Departments of Agriculture in Alabama, Mississippi, and Louisiana to identify what assistance they may need. An animal friendly shelter has been set up in Jackson operated by the Humane Society of the United States and American Humane Association. Volunteers from Humane Associations of Georgia have been deployed to assist with the Jackson operation. Contact has been made with all State assets that could be deployed for support for agriculture and animals. A protocol for deployment through the Emergency Management Assistance Compact (EMAC) has been established.

OHS-GEMA-
OHs-GEMA is actively participating on a long term housing resource task force with other state agencies. This task force will be identifying resources and anticipated needs of individuals sheltered in Georgia for the long term.
OHS-GEMA is coordinating request for information and assistance from local governments and state agencies.
OHS-GEMA is coordinating all EMAC requests and Georgia deployments.
Department of Revenue-
Currently there are 10-15 agents available for deployment to effected areas for security purposes.

EMAC Resources Deployed:
Currently Georgia is providing several resources to the affected areas. They are as follows:
Louisiana
-2 CH47 Chinook helicopters, 3 UH1 Huey helicopters, and 3 UH60 Blackhawk helicopters have deployed from Georgia Army National Guard (GANG) to conduct evacuation operations.
Mississippi
-2 UH1 Huey helicopters and a CH-47 Chinook helicopter have been deployed by the National Guard. -A 4 person Individual Assistance team made of OHS-GEMA Staff has been sent to help conduct initial damage assessment. -10 person community relations team composed of local public safety personnel has been sent.

Shelter Status:
Currently there are nine shelters opened in the state in Bibb, Coweta, Dougherty, Richmond, Troup, Muscogee, Newton, Lowndes, and Fulton counties. Currently there are 491 refugees in shelters. That number is expected to increase as more refugees run out of money and leave hotels.
DHR and DPH also have concerns reference communicable diseases borne by refugees from the affected area due to exposure to unsanitary water. They are currently monitoring the situation within the shelters but have found no evidence of it occurring as of yet.

County Reports:
Peach, Caroll, White Counties-
These counties were affected by tornados spawned from Hurricane Katrina feeder bands. Response activities in Peach, Carroll and White Counties have converted over to recovery. Due to initial damage estimates an SBA declaration has been requested for Peach and Carroll counties.

Cobb County-
Cobb County is working with ARC to open a shelter for refugees. They are also assisting in the medical patient evacuation from Louisiana into Dobbins Air Reserve Base.

Columbia County-
Columbia County EMA has 14 certified CERT members who are on stand-by for deployment to Mississippi this weekend to assist victims in disaster areas; awaiting activation from GEMA.
Columbia County EMA has 22 Red Cross and DHR certified emergency public shelters on stand-by; ready to open upon request.
Columbia County EMA is directing citizens to make cash donations to the American Red Cross / Hurricane Katrina Relief Fund; Also, assisting in coordination of area churches and the owner of an 18 wheeler to collect items to deliver to disaster areas.

Bulloch County-
Bulloch County has a number of contractors which will donate personnel and heavy equipment for cleaning up on private or public property. They prefer to limit the travel distance because of the difficulty in moving some of the heavy equipment. Some of these resources may be used to assist tornado victims in Peach County.

 August 26, 2005 - The State Operations Center (SOC) is currently monitoring the progress of Hurricane Katrina. We are working closely with the neighboring states of Florida, Alabama and Mississippi to monitor any evacuations or actions that may impact Georgia. The State of Florida is currently conducting evacuation coordination conference calls with their panhandle counties. It is possible that some voluntary evacuations will be issued for the Florida panhandle tomorrow. The Georgia Department of Transportation participated with the SOC in a conference call with the Evacuation Liaison Team (ELT), which also included representatives from Florida and Alabama this afternoon. Another call will take place tomorrow morning.

The SOC will be partially activated throughout the weekend to provide assistance and continue monitoring the situation. A full activation is possible Monday morning. Coordination conference calls continue on a regularly scheduled basis. These include calls with the National Hurricane Center, FEMA, and Georgia counties with potential impact from Hurricane Katrina.
